Electric Touch - Issues

So i got my electric touch back from the shoe guy and it isn't working right.

the lights on and it is on the floor. but no electricity.

what's wrong...

like i said, it IS on the floor and the light is on.

I've heard it doesn't work on some types of floors.
I don't own it but it's worth trying out all different types, just see how that goes.

there are some floors it doesnt work on too well such as carpet, the way I test to make sure mine is working is just going to my sink turning it on with a weak stream and see if i can bend the stream dont touch the water though it shocks. try that and if that doesnt work let me know
