What's the best way to quickly and accurately split packets in two handed cuts? For example, I've been practicing Jackson Five by the buck brothers, and I was wondering whether it's better to get used to splitting packets with the tips of the fingers, or whether it's better to split the packets with the fingernails.

How would you split a packet quickly in a two handed (for example, sybil) cut?

Well fingernails would pull them apart fast, but then you may have to reposition to get the packet into a comfortable hold, I always just use my finger tips.

if you put some pressure on the packet it'll curve and bend a little and make it easier to split.

Fieldininio is right, you don't want to use nails because your regrip will kill your speed.
