I believe it was published in a French magic magazine in 1998. Don't think you can learn it any more. Best thing to do it come up with your own variation.
It's a minor variation on the orignial Reset routine by Paul Harris, you can just learn that then watch a performance of Repo Retro and work out the small differences. I normally wouldn't advise doing this sort of thing but it's so close to the original I don't think it really matters.
If you know the original you should easily grasp Bebel's version as it's pretty much the same trick.
I just figured out watching over and over. This is one of the tricks that are worth doing that. First time I saw this and found out they were normal cards, I was in shock, and had to do it.
