Simple dime store wand question

I ordered a cheap plastic wand for my son, but it arrived without instructions (the sales page was all in Chinese, I cannot locate it again, and I seem to recall it being a trick wand). But now I am not sure what the trick was. The wand is black plastic, hollow. On either end is a 2-cm. white plastic section, which pulls away from the wand, but is connected with a strong elastic cord so that it naturally pulls back on again. The end of each white section has a plastic end cap, which detaches and has an internal loop to which the elastic is attached. If it were just a toy want to say abracadabra with, it would not need this elastic band setup, so it must have a purpose. Being a basic dime store prop, I assume someone here can tell me how it functions, LOL.
