I think some people may interpret them as being the same thing. Strictly speaking, "card manipulation" could refer to any use of the hands to move, bend, twist or otherwise apply force to cards. Erdnase and other early gambling texts refer to all sleight-of-hand as "manipulation". Nowadays, however, "card manipulation" has come to mean the back and front-palming style of stage card work, but, as this branch of magic has always incorporated flourishes, cardistry could definitely be included in this.
