Not in my experience. The one effect that I submitted using an Android phone was deemed to have "high limitations". You can always try to submit it.

I submitted it to a few places and the feedback was always similar. The conditions were too specific.

I will probably submit them in the future because there are more android phones than iPhones in the world. Or maybe I will just put as bonuses in other tricks' videos.

I never submitted them to Penguin or Murphy's. They have a little bit looser standards sometimes.
