Funny to see this. I just performed this same effect a couple hours ago. It's a Short Card Visual Riffle Force and a DL.

You can learn it from Peter Cassford's DVD, Miracles with a Short Card.

What a coincidence that you just performed this Mat. A really simple, powerful direct effect. Yes it could be done with a short card but that's not necessary. Is Peter Cassford really the creator of this effect?

Yeah, it can definitely be done without a short card, but I always use one for this force since I keep one in my box with my deck (I use the Joker because you can openly take it out of the pack in front of an audience if you need to) because I use it for a few effects anyhow. The short card gives you a better and more natural timing with the force, as well as allows you to to locate the visually forced card without looking through the cards face up, but instead allows you to control the forced card by just cutting the deck while it's still face down.

Peter Cassford did not invent the effect, he just teaches it. I doubt there's a source credited with inventing the effect as it's something that has just been around for quite a while.

The short card riffle glimpse Is in Encyclopedia of Card Tricks but I don't think there is any crediting there. I don't think you will find out who created this because it use lot of basic principles that have been around for a long time.

I also think that Dan and Dave have. Method to force a glimpsed card without using a short card on Trilogy.

You don't have to use a short card for this. Most of the time when I perform this effect, I force the top card or in jog a card at the center and force a card directly above it.
